PROTECTED MODE OFF

I have 'protected mode off' posted on the bottom of my monitor screen and cannot change it to 'protected mode on' I have attempted to change it several times, following instructions carefully==double click on the message( like instructed)== goes to 'security',== clicked all sites with 'enable' ==, restart ,== and then there it is again

I don't know how un-safe it is to be in ';protected mode off' but there must be a reason for it

need help lotsa help!
