Public Folder contents cannot be viewed by user

I think I've tried every option in Windows Help without success. I have pictures in Public Pictures. I log into another account on the same computer. I can see that the folder is shared. I cannot see/open the pictures.

I'm sure the answer is easy, but I'm at my wit's end. Any help appreciated.

Did you verify that the user has the appropriate permissions for the public folder? By default anyone is supposed to have read access but that could have gotten messed up.

The user has read access and the folders are shared with her and everyone. Viewing the thumbnails from the owner account, each has a lock in the lower left corner. I haven't seen any indication of what this means.
