push objects out of screen?

How can I make it so I can push a window out side of the screens top? When I try windows pushes it back down and is flush with the edge of the top of my monitor.

I found this online, and I am sure if you search windows snap feature on here, there is probably a great tutorial on this site.

I like the feature, so I keep it enabled, but to each his own.......

I didn't know it was a snap in, or what a snap in even is :s/ I thought it had to do with the display.

It is actually found under mouse properties in that guide. I tried it and it worked for me, just re-enabled it, as I really like the snap feature.
