It used to be that you could, but automatic activation would fail and you had to contact Microsoft by calling the activation phone number.

I do not know if this method still works though... ...and if it is against the forum rules to continue.

To do a clean install you need a COA sticker with a readable product key.
The COA sticker should be on the bottom or in the battery compartment.

Here is an example of a COA sticker:
202840d1331785878-clean-reinstall-factory-oem-windows-7-a-coa-stickers.gif

Do you have a readable COA sticker ?

With a serial number you might be able to order recovery media from the laptop manufacturer.

Yes, you can get a legit ISO using the Heidoc ISO Downloader available here:
https://www.heidoc.net/joomla/technology-science/microsoft/67-microsoft-windows-iso-download-tool

Create a bootable install media (DVD/Flash Sick) with the ISO.
This won't cost you anything except the DVD/Flash Stick, and your time.

Here are tutorials with info for a clean install:

Hi raied

Edit
Due to the risk on damaged on the PC.

There is a way to go workaround on this.

First, both laptops must be identical in model.
If it identical models this is very straight forward, but require several steps in order to see the result.

I have not yet tested this method, as i now have 2 laptop with identical model.

You must let me know first, before i continue to provide you how.

The best part of it.
1. You do not need to activate, as recovery disk is pre-activated, a Toshiba service staff told me.
2. It is not illegal, as you do have the product key (serial number) stated clearly.

For point 2, each laptop do have different product key.
But it uses only ONE recovery disk for all same model.
I did went to this Toshiba service center to ask for the recovery disk. (Actually went for to repair my bro's).
They said the copy for me to make a copy myself, is original, after checking at the bottom of the laptop.
.....

NOTE:

I cannot continue as if it is not the same model, it will not work.
The model to take note is the first few codes of the full model code.
I know about model code ("id") before, not Windows but other products by the Manufacturer itself.

This is your call.
Your Decision and Responsibility on this matter.

Did you use the Heidoc ISO downloader ?

You should be able to select the Windows 7 radio button.
Then click on the Select edition dropdown list.
That should display a list of Windows 7 ISO's.

That OEM sticker key will >>allways<< be valid for the original computer it was supplied with.
In your case it should state HP OEM W7 Home >>BASIC<<

Now unless you have been using a registry cleaner, or have had a Bios update failure there is no reason why the install via the Hiedoc link should fail., unless its not the W7 home basic download .
you should have these 2 icons on your desktop, see screenshot

In real life the install should not even need activation as the Base HP key should auto activate.

please post the last three blocks of the sticker key, and the >>EXACT<< desciption on the label.
(note this will not compromise its validity)

Roy

Windows 7 Home Basic SP1

I don't think the site is working correctly (yet). :(
I only can download 32 Bit, before i could choose 32 Bit or 64 Bit.

Check to see if you can get the Office 2007 you want.

EDIT:
Choose Windows 7 Professional SP1.
That offers 32 Bit and 64 Bit
Then you can use the ei.cfg tool

If Home Basic is only available in 32 Bit, unlocking all 64 Bit versions might not have Home Basic 64 Bit.
I don't know, you'll see when you try it.
You might be forced to use 32 Bit.
