I'm trying to edit TV programs I have recorded with Windows Media Center so I can burn them onto a DVD. The only video editing program I have right now is Windows Live Moviemaker. I can import shows in the Windows TV format, but I can only save edited movies in the WMV format. This doesn't really bother me, but I'm just wondering if there is any loss in quality switching to the WMV format. The programs I'm trying to edit are mostly in standard definition, and high-definition programs that I have recorded will be converted to standard definition programs.

In terms of noticeable quality the chances of you noticing a difference is minimal.

If I am not mistaken the format used to encode TV recordings is based on WMV so in terms of decoding and recoding I don't believe much (if any) is required.

As with all conversions there will always be a little loss in quality but the chances of you noticing it (especially from a distance is minimal.

See this TUTORIAL regarding the video formats. Indeed there will be a loss in terms of video quality when you convert your videos which is not a really good thing if you need for example HD quality. You can use this TOOL to convert videos, I am doing video editing and it works nice.
