Question regarding VPN

the VPN technique made possible to user to connect to specific network while being geographically out of the limits of that network .. it is useful for security reasons as I heard .

can this be used in the governmental ministerial level ie ministries exchange info ?

but one can connect to his friend's network and use net while being in his home but not his friends home .. in other words if I know my friends user and pass for his network and if we both use the same ISP .. I can use his network while am home !

what is the difference b/w both the techniques ?

It is possible however VPN isn't the most secure way. For a critical entity like the government they most likely will have a 'Leased Line' to the destination instead which is a direct link from one router to another.

That being said for a normal enterprise a VPN would be used for remote workers.

A VPN fools the remote machine in thinking it is part of a LAN when it isn't. This allows the remote machine to access file shares and printers as if it was physically connected into the network.

As for your last question, Yes it is possible however I do not see why you would unless you want to hide your public IP address which can be done using a proxy server. To use the VPN connection to your friends network you will be using the internet itself anyway therefore you won't receive no benefits in trying to offset your internet costs or usage.

I don't intend to do anything , its only from knowledge perspective
I got from you that using a friends network through ISP user and pass page will make the usage and costs on my friend instead of me . but in VPN people still use the same net

Yes it would incur usage of your friends internet but also usage on your own internet connection since you would be using it to connect in the first place :)
