Hello again Forum,(disregard due to wrong forum sorry) :(

Just a quick question. Is MS still offering the free upgrade to 8.1
or is not available anymore.

The Windows 8.1 public preview will be available on June 26th as an update through the Store. If you use install this public preview version, then you will have to reinstall Windows 8 to be able to upgrade to the final version of Windows 8.1 sometime later this year.

Microsoft goes public with Windows 8.1 upgrade policies

Wowser! I thought it was just apps. Looks like I'll just be installing it on my WM machine as opposed to my laptop.
