Quick Launch doesn't stick...

I added a Quick Launch toolbar to my taskbar on my desktop. It works fine.

I added a Quick Launch toolbar to my netbook and it works fine but it goes away every time I shut the computer down.

I've tried everything I can think of. Any suggestions?

Have you taken a look at the tutorial and tried a different method?

I hadn't seen the tutorial. I tried the GPEDIT route and when I got to the list of things to be changed, having a Quick Launc toolbar wasn't on the list. Since it worked well on my desktop, I'm coming to the conclusion that when you install Win7 on a puny netbook, the installed features are different than on a more robust computer.
