I am helping a friend who wants to replace a failing drive in a RAID 1 Array.

The steps I have taken are:
1. Backed up the functional hard drive.
2. Removed and replaced the failing drive with an identical drive, same manufactuer and same size.
(the drive was formatted prior to installing)
3. Booted the machine and used Ctrl+I to enter the raid setup.
4. The options are numbered 1 through 6, but the #1 option, to create a RAID 1, is unavailable.
(it's dimmed out)
5. The 2 drives show with the original drive listed as Member Disk and the new drive Non-RAID.

My question is how can I enable the number 1 option? I do not want to do a format of the functional drive, but just replace the failing drive and have a RAID 1 Array.

If you already had a RAID-1 setup, then you should search for a "rebuild" function. It should then synchronize the drives. If you want to create the array from zero, then list the current arrays and delete the previous RAID-1. Not sure if this would zero the existing HDD (shouldn't but never know).

You need to remove the failing drive though. Just remove, don't touch RAID BIOS.
