RAM and Win 7

I am running Win 7 now and i have 4gb of ram but it says that there is only (2.75GB) usable. Any ideas or explanations for this problem would be very much appriciated

What version of Windows? 32 or 64bit?
What type of motherboard/CPU?
Onboard graphics or a Graphics card
etc ..
