dotNet framework error

I recently reformatted my pc and this is a fresh install of w7. I got all the latest drivers for everything that needs drivers and the computer seems to work fine for the most part except I keep getting the following .net framework error (part of it is in hebrew but you should be able to get the gist of it as it is):

This appears randomly it seems, it was there when I woke up this morning and it popped up while I was playing Call of Duty and messed up my game while at it. It has also appeared numerous times during the past few days (i formatted on friday).
Any help would be greatly appreciated I would hate to have to reformat again :<

Doesn't anyone know what the issue could be? I tried reinstalling .net framework 4 and I'm not sure how to do it for 3.5 and older since they are a part of the OS in Windows 7 but I keep getting this error at least 2-3 times a day.
