Random Fps drops 119>10-20 Csgo, TF2 unplayable even on low settings.

I've been getting 12-20 fps from one night to the next.

What I've done to combat it.

-Driver updates/re-installation/rolled back as well
-Checking Physical damage/ Cleaning PC internally with air (spotless)
-Checked temps (29C)
-Malware, adware, bloatware removal / scans (Some found and removed)
-De-fragging of drives (0-1%)
-Deleting unnecessary programs/ checking task manager for memory suckers
-Ping-test/Internet speed test. Yielded excellent results with no packet loss


Now. I may have missed something, but when I open task manager and leave it open, my fps skyrockets to 219 whilst in the menu if Cs:go. In game It drops to 119 fps. It fixes it, even if I don't close tasks or anything. Now I don't want to leave task manager open forever, and I really want to get to the bottom of this issue.

I assume the game is running in Windowed mode while the Task Manager is open? Does the game gradually drop down from 119FPS or does it happen quickly, in a minute or so?

Its an instant drop, and actually I run in full screen with task manager open in the background. Which... confuses me.

I noticed you've got "Intel HD Graphics family" in your hardware list. Does your motherboard have an onboard, generic graphics card?

Since you have the Task Manager open, try right-clicking on the Team Fortress 2 executable and go to "Affinity." Uncheck all the CPU processes except one. After you do that, close the Task Manager, does that fix it? (temporarily?)

I used malware bytes already and came up with one pup which I removed. I suppose if you really really want I can scan again, although its been about an 3 hours since last scan.

Rats. I still think it has something to do with the way the game is handling hyperthreading/multiple cores. (since it plays nice with the Task Manager open). I'm guessing the game is patched to the latest version? The only other thing I can think of right now is deleting the game's config file and letting it re-detect your graphics setup. Also, check your NVidia cards graphics setting and make sure you don't have any forced settings (i.e. go with the "use application settings" instead of "override")

Tried what you said with the Nvidia settings, but they weren't forced already. TF2 and CS:GO are both currently up to date. ( I've noticed if a steam window is loading, and I drag it, the fps also drops to 12-13, with no game running.)

I meant on my desktop. My games library for example, if loading, the cursor will lag when on top of it. Or if I move the window it will also lag about.

try re-installing steam/the games affected? does it do it with every game you own? or just these 2? tried re-installing drivers/directx?

My Pc is so slow its nearly unusable in or out of game. (While task manager is closed.)

I did a clean re-install of steam.

I've used Malware bytes, Avast, Hijack this, Adwcleaner, JRT, and Ccleaner/defraggler. There is no malware on my system, (unless it's a conhost.exe trojan, or dwm.exe trojan, or something.) I'm using a i5 Processor. I know it's bad, but I was playing Battlefield 4 on high settings, with Steam, Teamspeak, and other programs opened, it ran pretty smoothly. It began one day out of the blue, about 2 weeks ago.

I have the exact same problem as you knoxy. It just came out of the blue, I have tried a few different things to try to fix it and even though it seems to run fine with task manager open I really want to find the root cause as something is clearly not right. I even formatted my pc hoping that would solve it but to no avail. If you find a fix please let me know.
