Random restarts,freezes and sometimes pc doesnt start.

Hello i formated my pc 2 weeks ago but yesterday it randomly restarted after freezing and today while i was watching a stream at twitch.tv my pc froze and a sound like trrrrrrrrr was coming out of speakers (i didnt got any BSODs). Also sometimes when i press the button on my desktop case to start, i hear the fans,etc starting but on screen i get nothing and i have to restart it over 5 times to get it working. I had some of this problems before format but it was like 2 or 3 times.

Today again 5 mins after i turned on pc, while i was browsing i got blackscreen but it didnt restart and i had to manually shut it down and turn it on (several tries again)

Random restarts can be a sign of a failing power supply. Is this a custom built pc or oem?
