Try resetting the BIOS to default, & Realtek Network Boot Agent last boot.

I know this is an old thread, but I've been dealing with this same issue for over two years. I now have a solution that worked for me -- I have a Dell Studio XPS 9100 with a replacement OEM motherboard with an integrated Realtek NIC. The solution is: go into BIOS (press F2 at boot), select "Load Defaults," save & exit, and then boot up the computer. I had already selected "disable" PXE boot in the BIOS (even though it previously didn't work), and it was still selected after "Loading Defaults." Anyway, the PC no longer attempts the PXE boot and now boots straight into Windows.
