recall no respond

I want to recall an email which was sent to two our colleges.
One was succeed and I got a notice.
But I got any respond from the other man whether failed or succeeded.
How can I configure outlook to receive respond from mail receptor?
Should you help me to resolve this problem that will kill me ?
We have the same configuration on outlook 2007.
