I am using Sound Recorder. I have adjusted my Microphone level using the Recording Devices via a right click on the speaker. But as I record the level keeps decreasing. I adjust it back up then then later I see it decreased again (often to a level that it doesn't record enough to even hear it in a playback).
So, how can I tell Recording Devices/Microphone to not automatically change the level?

I've seen that happen on XP systems. The problem, in those cases, were the BIOS. Resetting the BIOS usually took care of the problem.
Also, check what sound drivers you are using. Preferred drivers are the PC (or motherboard in the case of a custom built system) vendor's drivers. Non vendor drivers many times do not work correctly.
As previously requested update your OS and also fill in the "My System Specs" so whoever is trying to help you knows what they are dealing with. Without the specs all we can do is guess or offer general suggestions.

Thanks Jack I asked cos without those specs it is very difficult to know what audio is set up and I don't know about you but I refer the manufacturers site rather rely on that Windows advice.
