Recovery does not work, admin account does not work

My mom is visiting and brought her computer complaining that she couldn't get online. The problem seems to be much bigger than that.
I tried searching the forums and could only get so far. I enabled the hidden admin account and booted into safe mode. Going into the control panel:

Clicking on System, user accounts, or recovery does nothing. The screen just sits there.
Clicking on device manager brings up an error message

MMC cannot open the file C:\windows\system32\devmgmt.msc.
This may be because the file does not exist, is not an MMC console, or was created by a later version of MMC. This may also be because you do not have sufficient access to the file.

The file is located there and dated 6/10/2009

The pc is an hp running windows 7. I cannot get much more info than that because clicking on system doesn't bring up the info.

I am not sure where to go from here. I can't restore if the restore program isn't working.

Try running sfc /scannow to repair important Windows files usually takes 5 to 10 minutes. Open up windows command prompt (cmd). Go to start orb and click, then in the search box type in cmd and hit enter. In the cmd window type in sfc /scannow...just as you see it.

Now logoff and logon as user administrator with that password. All works fine under that account?
If so perform a system restore and go back in time.

Thank you! I can now access everything and the computer seems to be working again.

I had enabled the administrator account and couldn't do anything. The scan repaired something, I can't seem to look at the log but it corrected the problem.

I think you should post the one before that time

Here are the two next most recent files.
I did analyze the file and searched for [SR] and did put all lines with [SR] in a new file. After that I cleaned that file. See attached file
