Recovery Partition

For those unfortunate people who do not have an installation disk but only a recovery partition - is it possible to copy the contents of the recovery partition onto a bootable USB drive and have an installation media?

Your OS should have an application for creating restore disks. Other than that I don't know of any way to "convert" the restore partition to a disk.

You might consider an image of your install as well. Easy to do with Windows PE.

It would be better to create an "all versions" installer using this info and any Windows installation disk/ISO, so you could install the exact same version the PC shipped with, and activate with the OEM activation key on the COA sticker attached to the PC and lay down an image to restore when needed instead of all the OEM bloat-ware you get with a recovery partition.

See if you can extract the image from Recovery Disks using ImgBurn. If it's an ISO, write it to flash stick using Ultra ISO: open ISO on File tab, Write Disk Image on Bootable tab, Format first, then Write. Boot under USB flash or HD's.
