Recovery problem !

I have a toshiba laptop and I dont have any recovery disc .
Now my laptop is attacked with a virus which is creating number of problems . IS there any way to recover the laptop ?? ! please help me out !

For starters download malwarebytes and run it in safe mode (F8)

I have done that one already .. My windows security centre is disabled and I am not able to turn it on !!
