I just noticed this problem today. My Recycling Bin won't open or load. When I go to open it I get the progress bar in the address bar, like it was loading all the files, but not files ever load. I gave it a half hour to load and nothing. In the task manager it is still shown as running. I went in to Safe Mode and I was having the same problem.
