Registry Access Denied

I use a Key Remapper to exchange the Caps Lock key with Scroll Lock key because of my big and not nimble fingers when I type. When it tries to change the scan code in the registry "Access in Denied". Can I change that ?

Never mind. I lowered User Control to minimum, made the change to scan code and then brought User Control back to default.
