Registry screwup

I recently installed a registry cleaner called CleanMyPC Registry Cleaner and had it scan and "fix" numerous registries. ( i did not check what they were)
After it had "fixed" my registries, I ran into a few problems :
1 : recycle bin would not delete my files properly
2 : Windows media player would not run properly
3 : applications take longer than usual to load
4 : dreamscene wallpaper crashed
I then went back into CleanMyPc registry cleaner and had it do a restore using the backup it did before I cleaned my registry.
After backup was successful (the first time did not run well, second time did)
None of my files would work. No exe files could be opened, no folders could be opened. Shutdown and startup works fine, i can not even open My Computer. IE and firefox has the same problem. Everything basically turned into blank "unknown files". Internet is also disconnected.
I was wondering if there could be any fix for this, that i could somehow do a restore point or something? Since i still do have the backup files with me in the computer, only that it is in a .rar file.
Please help..i have pretty important files in there.

Operating system : Windows 7 home premium 64bit.

let me know if there are anything else i need you guys to know..

How do i get the files onto my computer if i have no internet, and cannot transfer the file using a thumbdrive ?

In addition to what CarlTR6 has suggested, I'd recommend another line of defense to solve system problems: creating a System Image. You can use the built-in Windows 7 utility (as well as creating the companion System Repair Disk), or a free product called Macrium Reflect that a lot of people recommend.

The system repair disk will easily fit on a single CD. But I'd suggest putting your system image on an external HD. Too many possibilities for problems if trying to image to DVDs.

My computer now starts with the following message :

windows needs to check file system on c
the type of file system is NTFS
One of your disk needs to be checked for consistency.

I cannot run any files, how am i suppose to transfer the reg files to my computer?

i can't try login into safe mode as my computer boots up with the

it will count down to 1 second and nothing happens

Edit : okay it finally went away. I was able to get into "repair your computer" and then restore my computer to a restore point..it's restoring now, let's see what happens next
