Reliability History disappeared (by itself?) from the PC and Spamming

Hello guys,
I keep having problems with my desktop computer. I thought
someone here could help (?)



First Reliability history disappeared (by itself?) from the PC (desktop) Yesterday 04.08.2022 PC Win 21H2 (19044.1826) x64 when I opened my computer, the screen was completely messed up. It looked like be in safe mode’, but it wasn't)
Today 05.08.2022 I managed to restore the screen and icons back to normal. But the Reliability History has disappeared. It was so easy to
open from the Control Panel, but now it doesn't show any information. I check it every day.
How could it have disappeared 'by itself',:sarc: or is there
hacker/malware, etc.? Windows Defender (neither Malwarebytes Premium and my anti -virus program has not found any infected files. )

, I have notified my e-mail about the spam mail that is constantly arriving, but I have not received any help with that either. First time I sent support request to the Microsoft Windows Outlook team June 19, 2022. A person called ”Appuriv D” from email -address: [email protected] answered. I have announced several times about it to Microsoft Support Team about it, but have not got any help after that. Spamming/Phishing case still open: [Case #:1041522626] I have Removed those emails, Deleted, Prevented, Announced them to be Phishing -post, but they always keep coming back to my Deleted file. I listed all irrelevant email addresses to the aforementioned Microsoft support person. Nothing happened. I keep losing my interest to stay safe on Microsoft Windows account, and dunno what can I do about it. I tried to send report to Spamcops, someone advices me to do here. But it bounced back, because I do not know anything about programming or Java.:( I think I was not capable to fill their form correct way.
I have opened a support request to the Microsoft Windows Feedback Center, but I guess that is just waste of time. My messages are never noted there. (several ones)
I would appreciate any advice very much.

Microsoft no longer supports Win 7. From the version of your OS, you're using Win 10. Have you posted in the Ten forum?

I don't know why there would be a shortcut to the Reliability History on your desktop. Is that what it is or is it the Action Center? If the latter, open Control Panel and right click on Action Center. Select "create shortcut." A shortcut to the Action Center should be created on your desktop.
