Looking real quick at it, Im going to guess you are behind a router, you would have to put your machines IP in the routers DMZ zone if you want someone to connect to it from the outside but this is highly risky and you want to make sure you have an updated virus scanner and firewall. Are you able to connect to it from another computer inside the network?
