This problem is driving me kabonkers. I have searched in google but it has just taken me around in circles. I have 3 computers in my house. My laptop is running Windows 7 Pro. My desktop is running Windows Vista Home and my other laptop is running Windows 7 Home. I've tried to remote shutdown one of these computers from the GUI prompt but it always returns with "Error 5 access is denied". Is there any way to fix this. I know Windows 7 and Windows Vista Home doesn't have the Local Group Policy editor. Is there any way I can fix this.

I know it has been a longggg time since i posted to this post. But, for those who are also having this problem I solved it. All you have to do is create the same user account on both machines, or you can enable the administrator account on both machines but, you have to have the SAME password for both accounts on both machines

So here it is 5 years later and I still can't do it. I've tried it using both an XP and a Vista computer as the remote shutdown, both had the same username/password account and I still get the same Access is Denied error. Must be something else, maybe firewall. Still looking in 2015.

I can shutdown a Virtual Machine (Windows 7 Home Premium) with PSTools of Sysinternals Suite.
http://www.howtogeek.com/school/sysinternals-pro/lesson8/all/

You will need to (on the machine you want to remotely control):
To tweak UAC to enable PsTools to run you’ll want to open up the Registry Editor and navigate to the following key:
Code:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System
Once you are there, create a new 32-bit DWORD on the right-hand side, give it the name LocalAccountTokenFilterPolicy and the value of 1. You don’t have to restart the computer to make the setting take effect.

Then enable Remote Registry on remote machine if needed:
Code:
psservice [URL="file://computername/"][U][COLOR=#0066cc]\\computername[/COLOR][/U][/URL] -u [I]username[/I] -p [I]password[/I] start RemoteRegistry

Once you gain access:
Code:
psshutdown [URL="file://computername/"][U][COLOR=#0066cc]\\computername[/COLOR][/U][/URL] -u username -p password

Not sure if you need to -u -p each and every time!
