remove Windows Explorer Toolbar in Windows 7 not in aero theme

Does anybody know how to remove Windows Explorer Toolbar in Windows 7 not in aero theme?

I make changes from this tutorial http://www.sevenforums.com/tutorials/65416-window-explorer-toolbar-remove.html but they works for Aero, but I use different style Elune by minhtrimatrix on deviantART

I want to create my personal style (no windows blinds) for Win7. What the programm can do this?
