This seems to be a common problem when the USB pen drive goes bad. One of my friend has to throw away a pen drive (16 GB) which had the same problem. He can not format it nor write new files nor delete any files on it.
If you have warranty for this pen drive, I suggest you to return for warranty replacement.

There is no switch to turn of the protection. This is an old usb drive which I wasn't using for a while because of the same reason. I was thinking of using it as a ready boost so wanted to format it. I don't actually know how and when this started.

This seems pretty much a hardware problem, which can't be repaired. Can you try out the drive on any other systems? The best would be to try it with windows xp or something old.
