every time I start up Google I get the message:
The Ask Toolbar has been successfully installed.
With the option to enable or don't enable.
I do not want this and click don't enable, but it still appears the next time I google.
I have run msconfig.exe and went into Startup programs hoping to delete it, but its not listed.
Is there anyway I can get rid of this?

Have you checked in Uninstall Programs in Control Panel?

You should be able to uninstall from there.

Either that or you can choose a system restore to a point before the Ask toolbar was installed if you know when it was.

You should also be careful when you install new programs as they often slip in extras like Ask without you noticing. There should always be an option not to install these add-ons if you don't want them.

Straight from the ASK.COM website:

The easiest most efficient way to remove Google toolbar is through the Control Panel and Add/Remove programs. Select Google and click remove. The program uninstalls the toolbar and it is history.
