Well, I may try my ideas with a little bit more effort, also with some new things I thought of last night. Maybe new backgrounds... And I'll apply some filter to the background, to make it look more anime-style. Somehow I'll try and make it. Just a question: Do you want the character to be present in some action, or do you want just the character placed in front of the wallpaper with some glow/effect like in the example wallpaper you gave?

I just want it to be present there in the wallpaper like with the one Sheba. Also, if you are able to make the Sheba one I linked in 1920x1200 (vector?) I would really love it.

Here are some explanation. For Jenna, make it look like Sheba. The whirlwind present in the pic would be replaced by red glowing fire-like whirlwind; Mia with a blue-glowing water like one.

I will post some backgrounds I will like to use or at least give you an idea later.

I know nothing about vector graphics. I'm not your guy. Sorry. Only SVG I've ever created is a simple text test and a circle gradient ball. And making Sheba a SVG means I have to re-draw her with an overlay or something, and then I have to make the setting right. I'm gonna make some more effort on Sheba tonight. BRB with the next post. I'm beginning the W0RK!

I tried something like 3D rings with a glow and I put Sheba inside. Then I made some lightning effects etc. and it still didn't look good, didn't save. I think I should give it up, I did what I can, gotta forget photoshopping and switch 2 school.
