Request help with failed system restore

I am running Win 7 Home 64 bit and have encountered windows update failures. All suggested fixes have failed to resolve the problem so I tired to run system restore back to a date that I believed would restore the pc to a time when windows update was functional.
To my chagrin the restore also failed with the following window popups appearing: Unspecified error during system restore 0xc0000022. The other popup tells me that the program can't start because rtl120.bpl is missing. Try reinstalling the program to fix the problem. I don't know of the two error messages are related or the missing file mentioned relates to something else?
Any suggestions or guidance would be appreciated.

Have you tried all restore points? If not, try restoring to another one. Might just be that the others are corrupted.

If those don't work, try booting into Safe Mode. It could be that a 3rd party program is interfering with the service.

Final steps would be to re-install Windows. If there's a critical issue with your Windows System Restore, reformatting the machine could fix it.

Likewise, if you're backing up your data with a 3rd party program like Comodo Time Machine or Rollback Rx, then you could use that to restore the machine.
