Restart Problems -- Help!!

I just reformatted my pc, and there are other users using this one, they would be completely unhappy if id format it again. im trying to save it as it is without formatting, though the restart issue is not that a problem, il just simply shut it down and start up again, but i know that is not normal, there is still a problem. heheh. tnx anyways for all those who tried to help. il just reformat my pc in the coming new year. hahhaha.
