How can I have all restore points to persist, so they are not deleted ?

Restore points will only be saved up to the amount of space you allocate to system restore. To save every restore point you would need infinite disk space. According to Microsoft, restore points are saved until the disk space System Restore reserves is filled up. As new restore points are created, old ones are deleted. The reserved disk space can take up to 5 percent of the disk or a maximum of 10 GB of the disk space, whichever is less. So it's not possible to keep every restore point ever created.

The reserved disk space can take up to 5 percent of the disk or a maximum of 10 GB of the disk space, whichever is less.

This is the default limit set in Windows 7.

A greater amount of reserved disk space for restore points can be manually allocated.
