Restrict TCP /IP setting for Administrative rights user

We are using Windows 7 64 bit.
I want to block the TCP /IP setting for administrative rights user in Workgroup. How to Block it ? and what are the ways to block the TCP/IP setting for workgroup user?

Welcome to the forum.

The question is rather vague. Do you wish to:

1. Restrict the ability of administrative users from making TCP/IP changes.

or

2. Limit such changes to administrative users.

In either case there is nothing to do.
You cannot limit what an admin level user can do. Any attempt to do so will fail.
By design only an admin level user can make system changes to a computer.

If what you want is different you need to explain.

You cannot restrict administrators in any way. The very reason of the admins existence is precisely to have users that can do everything. No matter what block you impose, an administrator can obviously lift it, making it useless.

If you want to restrict something from someone, leave him outside of the administrators group.
