I want to do a clean install of windows on my c drive. Some of my programs are on d drive. Is there a way I can use those programs on the d drive after a install of windows, or do I need to reinstall? Am I better off deleting the folders with programs on d?

Most (just about all) programs must be "installed". Thus, unless you have one of a few programs that do not need to be installed to work, you will have to reinstall all of them. Same way if you copy them to the "C" drive after you reinstall Win 7, they won't work, you will have to install them.
