Ridiculous Lag while playing any game

First off my specs are:
Processor: Intel Core 2 Quad CPU 2.66 GHz
RAM: 4.00 GB DDR3
64-Bit OS
Graphics Card: ATI Radeon 4550

Basically the problem is that, I used to use windows 7 ultimate 64 bit and everything ran smoothly.

Today, I reformatted my computer reinstalled Windows 7 and my games for example, CS 1.6. However, I noticed my game itself was lagging, extremely choppy it was like playing a frame by frame picture game. So, I looked around everything, all my drivers were installed correctly no errors so far; all updates are installed. Then, I noticed my ping, latency were all fine. I went on youtube, and random online game sites to test if anything else was the problem and they all ran smoothly, no lag, no choppy pictures or anything.

Try reinstalling the game. Also remove and reinstall your drivers.

I think this is a driver problem. Uninstall your current video card driver then install the latest driver from a website for your card.

disable your sound card in device manager and play your game. Does the lag persist?

Problem fixed. Thanks guys! Apparently after reinstalling windows 7 the problem was fixed. I'm guessing it may have just been an installation problem. Thanks again.

Glad you solved the problem but, making sure you have the latest Ethernet, video & sound drivers is still a sound idea to avoid future issues with gaming.
