Is this happening only in RIFT? Or in any game?
If you say he just bought the card, it might be a driver problem. Use Driver Sweeper (free app from Guru3D) and then install the latest drivers available for his video card. Also see that all the other drivers are updated.

On the hardware side, does the PSU support the whole gaming rig? The video card might not get enough power.

Ya, he has a 800W power supply. Ended up telling him to run the RIFT recoverty tool which ended up finding about 1GB of missing files. Thing is he says his files always go missing... We just replaced his HD to...
