i was wanting to know why when one of the computers is off on the router why is the flashing when the computer is off the connection is in the computer but why is the light flashing where the the it is connect to it's not constanly flash but why is the connection to the computer and router light still flashing constantly for 5 secs and then flashing every 5 secs or so this may be a silly question but can you still answer me

Even when your computer is off, it is still partially on. This is so it can be remotely booted up via LAN (usually only applicable in a business setting, not a home one). The only way it can be completely off is if the mains plug is unplugged.

If I know I will be away from the PC for a while, working on the property, shopping etc. I'll leave the PC on, but just reach over and power down my DSL modem.

By the time I sit down my connection is re-established.

The other reasons could include monitoring of your traffic to ensure that you don't go over the download limit for your current plan.
