Yeah, that's not a Windows component. As Jacee says, it may be a runtime dll from a development package. Were you trying to run a program when you got the error message? What program?
If the error message came out of the blue, download and install Malwarebytes Antimalware (free version). When it's run, do NOT click on the trial or registration. It will update it's scan signatures. Let this run then perform a Full Scan.

The malware found 10 items. 2 of these were registry keys.The rest were pup optional threats.Got them in the quarantine bit,restarted it and the message about the dll is still there.
Ok. Run SFC /scannow from an elevated command prompt. The console will display whether it found corrupt or missing files and whether it attempted to correct them. Follow the instructions in the Tutorial paying attention to the fact that you should reboot after any fixes and re-run several times if errors are found. Report back any console messages.
After this, we may need to see some MSinfo32 data on your system but do the SFC first.

That was my first thought too Rich--Just replace it. I was concerned about what process was trying to open it. It could be a background app or malware since it pops up right after a login. The SFC is just to make sure the system files are intact.
It might be worth running AdwCleaner as well and see the report.
