Run install.exe not as administrator?

Problem:
UAC wants to run everything that looks like install/setup.exe as administrator. I want to install an old program not in the Program Files but in the location where I have read-write permissions. How can I run install.exe from my current user account.

I gues I can copy installation files from the CD to the hard drive and rename install.exe into stupid.exe, or log in as Admin and disable UAC temporarily.
But is there an easier way to do this?

Right click the install.exe and select "Run as administrator"...

That's the way to install programs that assume that the user is the administrator which virtually every program made for XP or earlier does.

It's a lot more than access to the programs folder, there are reg entries and files put into system32 and other other now restricted places. Merely changing the program name will not get it to do any of that, only running as administrator as you would have done by default on XP will ensure it to work.
