hello Pappi, system restore sometimes may affect certain software and cause it to malfunction. I suggest you to try to download Malwarebytes cleaner the follow the instruction here http://www.techchore.com/2014/04/malwarebytes-runtime-error.html. However, if still it doesn't work, the best solution would be OS re-installation. Be sure to save your important files before doing it.

Depending on how old of a System Restore that is used it can potentially break MBAM as the meta data from our configuration files will no longer be in sync. If that happens then either a reinstall or mbam-clean with reinstall will be needed.

As for not being able to run the program it could be due to the Windows Smart Screen Filter possibly. You might try disabling Smart Screen and running it but personally I don't recommend ever running programs from Internet Explorer as it runs them from a deep path in the system. I would recommend saving the file, quitting Internet Explorer and THEN find the program you just saved and running it, but that's me.
