Runtime error in Chrome and IE

Hi, I'm trying to view a webpage but I got a runtime error. It asks me to modify the "web.config" file so I can view the page but I'm not sure where to find it.

I was using Chrome but I tried IE and got the same problem.

I attached a screenshot so you could understand better.

Could anyone help me locate the web.config file of either Chrome or IE?

That is not a local error in your browser. That is a server error from the webpage. Do you get that error repeatedly when trying to visit that page? Does a refresh fix the issue? You might try visiting the page through a web based proxy when the issue occurs to see if that displays ok
