Runtime Error

Could someone please help me? I installed windows 7 home premium 32-bit two days ago, my pc was bought new in July this year as vista, when I try to access the Internet I receive this error message. “Runtime Error! Program: c:\Program files\internet explorer\ Ielowuti.exe This Application has requested the runtime to terminate it in an unusual way please contact the applications support team for more information”.
Before upgrading I had no problem accessing the net, plus I can not use any links in my emails this is the message I receive “Problem sending command to the program”
