S/W to check Win 7 for why it's so jerkey

I am using a Lenovo T60 that has Win 7 loaded onto it. I would like some piece of S/W that will allow me to observe the cause for Windows not running smoothly.

When programs are running, Windows seems to have an awful lot of fits and starts during program execution.
Is there such a piece of S/W?

What have you tried already?
Did you run disk cleanup or disk cleanup extended?
How full is your C drive?
Disk Cleanup VeryLowDisk.bat from my OneDrive
