I have recently created my own Windows 7 copy using this tutorial How to Create Windows 7 Bootable DVD or ISO by Britec - YouTube
which worked great

I then used the disk to format and re install windows 7 on my laptop, which worked fine.

Now im trying to do it on my PC, it gets to 38% freezes for 5 minutes then shows an error.

Would bet the DVD was created on your laptop, your pc dvd reader is probably older (or different and cant read it). Thats one of the major reasons not to use dvds for anything critical. Can you burn it on the pc dvd player?

Easiest method is to run this app, choose Win7 in the dropdown menu, load ISO, it formats and writes the flash stick in minutes: Universal USB Installer – Easy as 1 2 3

Boot under USB, Removable or HD's.

If install stalls again, make sure you have latest BIOS version. If so, reset the CMOS: Clear CMOS - 3 Ways to Clear the CMOS - Reset BIOS

While in BIOS setup, set SATA controller to AHCI. Unplug all other HD's and peripherals.

Adapt steps here for getting a perfect install: Reinstalling Windows 7
