Would anyone know the root cause for this problem.

23 inch monitor with HDMI to HDMI conection. Native resolution is correct, although the Windows screen on the monitor is just a little too big. i.e Start button is half off the bottom left corner and when a window is maximized, the minimize, maximize and close buttons of the window are just off of the top right hand corner.

Would this be a Monitor driver problem, Inegrated graphics card problem, or Windows 7-64 bit problem?

any suggestion would be helpfull on how to resolve or where to look for a fix.

Thanks!

Why do you have it in HDMI? If it doesnt have DVI, then its not a monitor, its a tv. Your intergrated graphics card isnt that great. Thats a business machine, not a gaming/multimedia one. If you have DVI, connect it there.

A fix for a Samsung Monitor

Man, I apologize for coolness' entirely unhelpful reply.

I had the same problem with my Samsung LED. I finally found the solution after a good bit of time and searching. The problem is that the Samsung LED automatically switches to AV when you plug in an HDMI cord. This makes it blurry, streaked, and not fit correctly. Why they do this I have no clue.

Fixing it is easy. Just go to the menu, go to setup & reset, then down to PC/AV mode. Switch it to PC. This should clear the problems right up. If you made any changes to the screen though you'll want to undo those (I had used ATI to make my screen bigger through the software--I had to undo these changes to get it to look how it was supposed to).

It sucks because you posted that back in January and it took this long for someone to propose a solution....
