Download and install these USB 1.5.49.0 drivers for Windows, to support the Galaxy S4.

They've extracted it from the latest Samsung Kies software, which is really not needed. These USB drivers allow the phone to be connected as an MTP device when you plug in the USB cable. You'll need to use Windows Explorer (or Free Commander XE) to transfer files back and forth between PC and phone, since MTP devices don't get drive letters assigned.

Note that when the phone connects via USB you're notified. You will need to pull down the notification bar on the phone, and then tap on the USB configuration. The default connection mode shown may be "as installer", and if so you should select "as media player". That's what an MTP-connected device is described as.

Once you set the phone to "media layer" USB connection mode, you'll now see the phone's internal storage and exernal card in Windows Explorer on the PC, down below your drive letters.
