samsung ssd 850 error(code 10)

Dear masters
I bought a new samsung ssd drive 500 gg but when i tried to do drive clone from my old hard disk but there is system error (this device could not start code 10) and the Samsung migration tool could not recognize it?
how can i solve this problem
windows 7 home premium 64 bit

How much data is on the disk and how much is free ?
I'd personally create a system image and restore the system image to the new ssd

thank you for reply i can't do system image because windows did not recognize my new ssd and an error prompt "your device did not install successfully", so how can i make my new ssd recognized by windows?

I'd usually clean it using cmd and diskpart

Diskpart
List disk
Select disk n (where n is the number that was given for your SSD in List disk)
Clean
Create partition primary align=1024
Format fs=ntfs quick
Active (assuming you want to install an OS)
Exit

Thank you Thrashzone my problem is not formatting or partition of the ssd but my OS dose not see my ssd and in the device manager it appears beside the local storage a yellow exclamation mark and an error code 10 I connect it throug usb sata cable
