Saving Cursors

In Win 7, how do I go about saving a cursor to my CURSOR folder. For one thing, it goes to my C drive folder under PROGRAM FILES (X86) which is Administrator protected..
When I do try to SAVE it to a folder I make, it shows it in IrfanView as a graphics. If I try to SAVE from there, that does not work because all I see is another graphics..I downloaded IrfanView so it would change to a file type I hoped I could save..do I need to delete Irfan?
