It is an 300Watt switched power supply..........

Yes it is the power supply of a older PC ...when you put an load on it the voltage drop beneath the proper values.
Personally i think that the high voltage capacitors ( one of them by the rectifier at the mains ) are leak ..
But it could easily be something else for example an voltageregulator...we shall see..

That's a great site I just downloaded a PDF for my laptop that shows how to disassemble it to the last screw & put it back together with screenshots.
