The first step would be to see if there any Win7 drivers for your computer.
I did not see any .... Yet...Maybe the vista 32 drivers will work for now.

Hello jons7888,

Easy solution to your problem. I also have a Dell Inspiron 1720.

Goto Start -> enter power plan -> select from the menu-> choose a powerplan

Select High Performance
Change the slider from Screen Brightness to HIGH

This made it work correctly for me.

Have a nice day! And feel free to ask any questions left.

I have an Inspiron 1721 (basically the same) and have never had a problem with it. What I usually use if I want to make the screen brighter or darker is holding the "Fn" key and then tapping the up or down key on the keypad. This has always worked for me. Never had a problem with screen brightness since I upgraded to 7.

So to be sure: Your Fn key and the brightness key (arrow up) together are not working?

I have the same problem with a Vostro 1700. Power Plan set to High Performance with brightness bar to maximun, but screen dims considerably when you inplug the mains.

Anyone found a solution?

I have the exact same problem with my Dell Vostro 1500.

Screen brightness adjustment works normal when attached to the power adapter.
On battery the maximum brightness is only 6/8 of maximum, although it says in the configuration screen that the brightness is maximal. So Windows 'thinks' the screen is brighter than it is.

I have done a clean install of Win 7 Ultimate en downloaded the newest drivers of the mainboard and video.

Any suggestions?

I had the same problem. You can fix it in the BIOS setup. Within the bios setup, select Video and there will be an option to adjust brightness. There you can set the maximum brightness both for AC and battery power.

I use my laptop in various places, with varying lighting, so I've pinned Windows Mobility Centre to the taskbar for easy access. (Start - All Programs - Accessories - right click WMC)
Your graphics drivers/control panel may also have an extra brightness adjustment control
